Hydropower Executive Search & Recruiting

Hydro assets run for generations. We recruit the engineers, operators and regulatory leaders who keep them safe, licensed and productive.

Karpel Associates provides hydropower executive search for utilities, independent hydro owners, public power agencies and engineering firms across the US. We focus on the leadership roles that matter most in hydro: plant operations, dam safety, FERC licensing, modernization and pumped storage development, and we bring you a small group of candidates who can step in and lead.

What makes hydro recruiting distinct

Unlike most renewable technologies, hydroelectric power is a mature asset class. Many facilities came online long before the current generation of wind and solar, and the people who run them are often custodians of decades of institutional knowledge. When a seasoned plant manager or chief dam safety engineer retires, a great deal of that knowledge leaves with them.

That creates a specific challenge. Hydro owners need leaders who respect the engineering discipline that keeps old concrete and steel safe, yet who can also bring in digital monitoring, new turbine designs and modern market strategies. Finding a person who holds both mindsets is the core of most hydro searches we run. Compensation can also be complicated, since public power agencies, federal programs and private owners pay in very different ways.

Key hydro leadership roles

Operations and plant leadership

Plant managers and operations VPs oversee generating units, spillways, water conveyance and the teams who maintain them. Strong candidates understand water management constraints, coordinate closely with grid operators and have led complex unit outages safely.

Dam safety and engineering

Dam safety is non-negotiable. Owners regulated by FERC must meet rigorous inspection and safety program requirements, and state dam safety offices add their own. We recruit chief engineers and dam safety directors with hands-on experience in risk-informed assessment, instrumentation and emergency action planning.

Licensing, environmental and regulatory affairs

Hydro licenses run for decades, and renewing them involves extensive studies and negotiation with state and federal resource agencies, tribes and recreation groups. Fish passage, minimum flows and water quality certifications are typical issues. Leaders in this area need patience, scientific literacy and diplomatic skill.

Modernization and pumped storage

Many facilities are being rewound, rerun or automated to add capacity and flexibility. Pumped storage is also drawing new interest as the grid needs long-duration storage. Capital project leaders who can manage large civil works and turbine-generator overhauls are especially sought after.

Where we find hydro talent

Candidate source What they bring
Utility hydro fleets Operational depth, NERC compliance awareness, union workforce experience
Federal and public power agencies Large-scale water resource and dam safety expertise
Engineering consultancies Licensing studies, civil design and owner's engineer experience
Turbine and generator OEMs Rehabilitation, efficiency upgrades and commissioning
Adjacent heavy industry Capital project delivery and maintenance leadership

We hold every finalist to a minimum 90% match against the skills we define together, and we present the top three to five.

Our approach for hydro owners

Our founder, Stacey Karpel, has more than 20 years in executive search, with the last 15+ dedicated entirely to renewable energy. We work with hydro clients from our San Francisco Bay Area office and recruit nationwide, which matters in a sector where top candidates may be in the Pacific Northwest, the Southeast or New England. Our average search takes under 28 days, and 94% of the people we place remain in their roles.

Hydro owners often hire across adjacent areas too. Transmission and reliability leaders come through our utilities and grid modernization practice, and licensing teams frequently add specialists from our environmental compliance recruiting. Details on retained, contingency and interim options are on our services page.

Tell us which facility, program or function you are hiring for, and we will share how we would approach the candidate market. Reach out to Karpel Associates to arrange a discovery call.

Hydro Executive Search FAQs

Why are hydropower executives hard to find?

Much of the hydro workforce entered the industry decades ago, and many experienced leaders are nearing retirement. Fewer engineers have trained specifically in hydro, so companies compete for a small pool of people with dam safety, turbine rehabilitation and FERC licensing experience.

Do you recruit for FERC relicensing roles?

Yes. Relicensing is a multi-year process involving studies, stakeholder consultation and negotiation with resource agencies. We place licensing managers and regulatory directors who have taken projects through the integrated licensing process and can manage agency and tribal relationships.

Can you recruit for pumped storage hydro development?

We can. Pumped storage combines classic civil and hydro engineering with modern energy market and storage economics. We look for development leaders who understand both the long permitting path and how pumped storage earns revenue on today's grid.

Do you work with public power and municipal hydro owners?

Yes. We recruit for investor-owned utilities, public power agencies, municipal utilities, irrigation districts and independent owners. Each has different governance and compensation structures, and we factor those into how we approach candidates.
